Why International Pallet Regulations Exist
International pallet regulations exist primarily to prevent the spread of invasive insects and plant diseases through wood packaging materials. Untreated wood can harbor pests like the Asian longhorned beetle and the pine wood nematode, which have caused billions of dollars in damage worldwide.
The International Plant Protection Convention developed ISPM-15 as a global framework for regulating wood packaging in international trade. This standard has been adopted by over 180 countries and applies to all wood packaging materials thicker than 6 millimeters.
Non-compliance with ISPM-15 can result in shipment refusal, quarantine, fumigation at the port of entry, or destruction of the wood packaging materials. These consequences cause costly delays and damage business relationships.
ISPM-15 Treatment Requirements
ISPM-15 requires that wood packaging materials be treated using an approved method to eliminate pests. The most common treatment is heat treatment, designated as HT, which requires raising the core temperature of the wood to 56 degrees Celsius for a minimum of 30 continuous minutes.
Methyl bromide fumigation, designated as MB, was historically common but is being phased out in many countries due to environmental concerns. The European Union and several other regions no longer accept methyl bromide treated wood. Heat treatment is now the preferred method.
A newer option called dielectric heating, approved in 2013, uses microwave or radio frequency energy to achieve the required core temperature. This method is faster than conventional heat treatment but requires specialized equipment.
The IPPC Stamp and Documentation
Treated pallets must bear the IPPC stamp, which includes the IPPC logo, the country code, the producer or treatment facility number, and the treatment code. This stamp must be visible on at least two opposite sides of the pallet.
The stamp serves as proof of treatment and is inspected by customs and phytosanitary officials at ports of entry worldwide. Pallets without proper markings will be treated as non-compliant regardless of whether they were actually treated.
Documentation requirements vary by country. Some destinations accept the IPPC stamp as sufficient proof. Others require additional phytosanitary certificates issued by the exporting country's national plant protection organization.
Country-Specific Considerations
Australia and New Zealand have some of the strictest wood packaging import regulations in the world. Both countries require ISPM-15 compliance and may conduct additional inspections at the border. Any contamination, bark residue, or pest evidence can trigger fumigation or rejection.
China requires ISPM-15 compliance and has been known to impose additional inspection measures during pest outbreak periods. Exporters to China should ensure pallets are in excellent condition with clearly visible IPPC stamps.
The European Union enforces ISPM-15 uniformly across all member states. In addition to treatment requirements, the EU prohibits methyl bromide fumigation for incoming wood packaging. Only heat-treated pallets are accepted across Europe.
